The Student Office is the primary point of contact for all students. From the very beginning of the academic path, we work to assist students to make the most of their time at the University. The Student Office assists international students in preparing their arrival in Rome, providing answers to their questions and informing them about all matters related to the visa process, and other burocratic issues such as residence permit and tax code.

The Student Office also takes care of many other non-academic issues, such as searching for accommodations, the purchase of health insurance or registration in the National Health Service. Mostly, we encourage students to get involved in academic and non-academic initiatives, strengthening and stimulating a vibrant international community.

Visa First-Time Registration Residence Permit

Long-Term Visa (Over 90 Days)

If you are planning to study in Italy for a period longer than 90 days, you must apply for a Long-term visa for study reasons (type D) at your local Italian Consulate or Embassy. This visa is valid for one year and it entitles you to travel inside the Schengen Area for a period of 90 days within 6 months.

If you are a Religious, it is also possible to apply for a visa for religious purposes.

The Visa is only issued by the country of origin.

Required Documents

Originals and Copies of:

Pre registration Certificate* released by the University, (this document is not required if you apply for a religion purpose visa),
Health Insurance for the full duration of stay and valid in all Schengen area countries. The policy must cover expenses in the event of emergency treatments and/or urgent hospitalization and must ensure repatriation in case of serious illness.

For the religious:

Letter of assumption of responsibility (ndr. Lettera di presa in carico) released by the sponsoring religious institute that will be hosting you and responsible for the academic fees, boarding and lodging, as well as for the health insurance. This letter has to be endorsed (stamped) by the General Superior and the Vatican appointed office, i.e. the Congregation for Religious.

For lay people:

Self declaration in which stating you have sufficient financial means to support all expenses (tuition fees, insurance, rent…), attaching certifying documents (i.e. scholarship, bank statement…).
Letter of hospitality either by the person hosting you or a copy of the rental lease, plus a valid document of the owner.

* Please note that if the Embassy requires the letter of pre registration to be stamped by the Vatican Authorities, the PUST Student Office may handle this practice and the cost for the student is 80€.

Please see below the documents to be submitted to the University in order to endorse the letter of pre registration at the Vatican Authorities:

Passport copy;
For religious students: letter of recommendation from their General Superior, stamped and signed by the Apostolic Nuncio (the stamp of the Apostolic Nuncio is not needed only in the case that the religious will reside in the same congregation to which he/she belongs);
For diocesan students: letter of recommendation from their Bishop, stamped and signed by the Apostolic Nuncio;
For lay students: letter of recommendation from a parish priest, stamped and signed by the Apostolic Nuncio.

Moreover:

For lay students: declaration of accommodation (letter of hospitality) or a copy of the rental lease, as well as a declaration of economic self-support, with a copy of a bank statement; or scholarship award evidence.
For religious students: declaration of accommodation (letter of hospitality), as well as a letter of assumption of responsibility (ndr. Lettera di presa in carico), in order to certify that all expenses for boarding and lodging, insurance included, are covered.

SHORT STAY (UP TO 90 DAYS)

Foreigners entering Italy for periods that do not exceed 90 days, according to the Law no. 68/2007, do not need to apply for a residence permit.

The residence permit has been replaced by a Declaration of Presence on Italian soil.

For foreign people coming from countries outside of the Schengen Convention, the obligation to make a declaration of presence, is satisfied through application of the USV sticker on the travel document, at the moment of border control.

Foreigners from countries that apply the Schengen Convention are required, on the other hand, to submit a declaration of presence within 8 days of arrival to the police headquarters (Questura) of the district in which he/she is staying, using the proper form.

For those staying in hotels and other reception facilities, the declaration of presence is handled by the reception facility upon check-in, a copy of which is supplied to the guest to be displayed to authorities upon eventual request.

Foreign students coming from countries outside the EU and EFTA and the Schengen zone, who enroll for the first time, need the Pre Registration Certificate released by the University in order to obtain a “Visa for Study purposes” from the Italian Consulate in their countries and for the release of the first Residence Permit.

Please note that in Italy it is not allowed to change a tourist visa into a student visa.

The Pre Registration certificate needs to be authenticated by the Congregation for Catholic Education and must be stamped by the Secretary of State.

Please note that if you ask for a Visa for RELIGIOUS PURPOSES, you will not need the Pre Registration Certificate.

In order to get a pre registration certificate you must provide the following documentation to the Faculty:

Copy of a document in course of validity (passport),
Recommendation letter stating the faith, the morality and the student’s declaration of intent to study, signed by the Superior or the Bishop of the Diocese he/she belongs and authenticated by the Apostolic Nuncio depending on the case (please see below).
A recommendation letter only signed by a parish priest or another ecclesiastic will not be accepted.
Lay students: The recommendation letter has to be signed and stamped by the Bishop of their Diocese and the letter shall contain the nulla osta (approval) of the Apostolic Nuncio.
Letter of authorization: the religious must submit the letter of authorization signed by the Rector of the College of residence or the Superior. Diocesan priests must have it signed by their Ordinary. The letter shall contain the nulla osta (approval) of the Apostolic Nuncio.
Letter of assumption of responsibility or Lettera di presa in Carico, released by the religious institute or the residence, stating they will provide to the board, the lodging, medical expenses and health insurance of the student during his/her course of study and so on.
This letter has to be stamped (nulla osta) by the local Bishop of the Italian hosting institute and the Vatican authorities.
You will need three copies of the lettera di presa in carico: one for your Visa, one for the Pre registration Certificate and on for the residence permit.

Application for the Residence Permit needs to be done within 8 days from your arrival.

In case of self maintenance, students have to provide the letter of their sponsorship or declare they have sufficient financial means in order to sustain themselves during their course of study. This letter has to be signed by the Bishop of the country of origin. It is advisable to double check the exact amount legally required and instructions about the letter of responsibility with your local Italian Consulate or Embassy.

Copy of the previous university studies undertaken with the marksheets enclosed.

The student will bring all original copies with him when completing the registration formalities at the university.

Once the Dean has evaluated all the documents, the pre-admission certificate will be issued by the Secretary General.

The same certificate must be then endorsed by the Congregation of Catholic Education and/or other appointed offices and approved by the legalization Office of the Vatican Secretary of State.

In certain cases even by the Apostolic Nuncio in Italy and the Prefecture of Rome.

It is always advisable to consult the Italian Consulate in one’s own country for further information.

The certificate is free, whereas the expenses incurred by the Secretariat for obtaining the document and the mailing are on payment.

The original documents will be submitted at the time of admission to the Registrar’s Office (Segreteria Generale).

Upon arrival, you must remember to apply for your residence permit within n. 8 days from your arrival in Italy, for which is necessary having completed the process of enrollment.

Students must first go to their Faculty Office to fill out the registration forms and to check they have all the required documentation for registration.

Once the registration form is signed by the Dean, students can pay their tuition fees either at the Administrative Office or at the Bank.

After payment, students have to turn in all documentation and the registration form to the Secretariat.

You need to provide the following documentation:

Application for admission;
Copy of a valid document;
Copy of the Curriculum Vitae and Studiorum undertaken with mark sheets enclosed.
Please remember that in order to complete your application, you will need to bring the original documents with you.
Recommendation letter (lettera di presentazione) stating the good faith, the morality and the willing to study of the student signed according to conditions, as follows:
- Lay students have to provide a recommendation letter signed and stamped by the Ordinary of their diocese;
- All religious have to provide an authorization letter from their own Superior;
- Clerics and seminarians have to provide an authorization letter from the Rector of the student’s College of residence;
- Secular or religious priests living outside the Diocese of Rome must present the nihil obstat of their own Ordinary, which proves their diocesan incardination, or affiliation to a particular religious institute, and the place of their habitual residence;
- Diocesan priests have to provide a letter signed and stamped by their bishop.
- Those diocesan priests residing in Rome in a non officially authorized College need an authorization from the Office of Clerics, issued by the Vicariate of Rome.

Upon arrival

Students must first go to their Faculty Office to fill out the registration forms and to check if they have all the documentation required for registration.

At the time of registration, the student shall make a down payment of € 200,00 towards the academic fees for the appropriate semester. This payment may be made in one of the following ways: bank draft, debit/credit card, cheque or cash in the Administration Office.

After payment, students must exhibit the receipt of payment and formalize the registration at the General Secretariat.

Private Health Insurance Public Health Care (EU) Public Health Care (Non EU)

Please check if your country belongs to the list of countries that have special agreements with EU countries on safety matters.

Our students generally subscribe to a convenient insurance company called INA ASSITALIA that covers urgent hospitalization expenses.

If you have a double citizenship (a European and a Non European one), you will be asked to register according to the passport you used to enter the country.

Up to 90 Days Stay

Once you make the payment, on the very same day please send the receipt either by email or by fax to the Insurance Company, along with the copy of your passport and the address where the company can send you the policy by mail (it is advisable to add a phone number).

After sending the receipt of payment, please call the number (+39) 06 361 16 76 in order to verify they received everything. They also speak English.

Your insurance policy will become effective on the day you made the payment, starting from 12.00 AM.

Validity: your insurance policy validity depends on the residence permit expiry date.

Always carry with you the receipt of payment, your residence permit and copy of the page of your policy showing the expiry date.

In the unfortunate event of urgent hospitalization you may need to prove that you are covered by insurance.

The European Team Card released by the country of origin covers health care assistance during the first three-month stay in Italy. Therefore, it does not replace the Health Insurance Policy.

However, according to the circular letter no. 18 dated 21st July 2009 of the Ministry of Interior – Internal Affairs Division, in case of temporary stay, the Team Card in course of validity guarantees the coverage of needed medical expenses, as stated by Legislative Decree no.30/2007, art. 9, subparagraph 3.

PLEASE REMEMBER THAT THE VALIDITY OF THE ITALIAN HEALTH CARD IS BASED ON SOLAR CALENDAR (January 1 – 31 December)

HOW TO PROCEED:

The amount to be paid changes according to specific conditions.

In case of non working students (D.M. 08.10.86)

Students have to apply for registration at the ASL of their municipality of residence and bring:

A receipt of payment of € 149,77 “for study purposes” (voluntary registration) on the current postal account # 370007 in favour of Regione Lazio. Wire description: Servizio Sanitario Nazionale Anno Solare 20….;
Valid document of identity;
Fiscal Code;
Auto declaration stating your financial status;
Auto declaration stating you have no financial means to sustain yourself other than scholarships/loans or any other kind of financial aid;
Certificate of registration to a course of study;
Copy of the last payment receipt of your course of studies in the current year.

In case of students having a job and/or dependent family members have to provide:

Payment receipt of € 387,34;
Certificate of registration to a course of study;
Auto declaration of employment;
Auto declaration of having a dependent family member (if any);

Religious purposes:

Valid document of identity;
Fiscal code;
Payment receipt of € 387,34;

A – EU citizens who have resided legally in the country for at least five years can request to the local Public Office, a permanent residence permit that allows them to register to the Italian National Health Care Service and choose their family doctor for an indefinite period of time.

B – Students in possession of E106/S1 forms in temporary stay, can register to the Italian Health Care System providing the following documentation:

A valid document of identity (usually a passport);
Fiscal code;
Auto declaration of their address of residence in Rome;
Certificate of entitlement to access the Public Health Care Service (E106/S1);
Certificate stating the present course of study;

In this case the assistance of a family doctor is guaranteed and it is possible to go directly to a family doctor affiliated with the National Health Service, both for health problems and/or to ask for medical prescriptions. The ASL (Local Health Authority) will request the reimbursement to the competent foreign institution, according to the rules of the National Health Service of the country of provenance of the student (see EU regulation n.631/2004).

C – Students in temporary stay and in possession of the EHIC card released by their country of origin, can receive all necessary medical treatments and appointments with general practitioners.

D – Students NOT in possession of the European Health Insurance CARD or E106/S1 forms, can stipulate private insurance policy or apply for a voluntary registration in the Italian Health Care Service.

In line with art.34 bis of Regulation no. 1408/71, the European Team Card must be accepted as proof of compliance with the condition of an obligatory medical coverage from all risks, also stated in art. 7, paragraph 1, letter c) of the Directive 2004/38/CE. The European Team Card covers mostly all needed medical expenses during the period of stay of the student. In an additional Communication of March 2011, Bruxelles declares that if it is correct and right that a municipality requires an insurance covering the student from all risks in line with the provisions of the EU Directive, it is also true that the Team Card entitles students to receive all needed medical healthcare services in the EU country they are currently living.

Temporary Residence (SPT) Permanent Residence Codice Fiscale

Students in temporary stay can register at the Ufficio Anagrafe (Registry Office) as Temporary Present Citizens Registry (Schedario della Popolazione Temporanea).

It can be requested by:

Italian citizens who have been living for at least 4 months in a different city from the one of residence;
Third country nationals (not belonging to the EU countries), who have been living, in this case, in Rome for at least four months, but kept their residence abroad or in any other Italian municipality;
EU citizens who have been living, in this case, in Rome for at least 3 months, but kept their residence abroad or in any other Italian municipality;
The registration in the Temporary Registry Office does not imply the release of any certificate. The Registration is valid for one year, but EU citizens can ask to extend the registration as long as they specify the reason for their request.

The Registry Office will issue the ‘Attestazione di Regolarità di iscrizione temporanea’ (temporary registration certificate) immediately, free of charge, stating the regularity of your temporary registration.
